The elevation and northerly location of the province would make its desert similar to that of the western United States, which does see snow in the highest areas, and bitter cold even in the lowlands.

That and by the scale of Tamriel in Arena and Daggerfall a map of Cyrodiil shows lake Rumare as being larger than the great lakes.
The human eye would never be able to see across that.
